The Division of Governmental Functions provides a wide variety of both administrative and technical services to local governments and other related entities:

 

°          technical support to the E-911 Districts in seven counties

 

°          responses to requests for IT Support utilizing the newly installed “IT Ticket Que System”

 

°          support and training for District owned court management system in thirteen counties.  There have been over 266,000 court records and over 831,000 county records (both new and converted) filed on the court management system since it was installed in 2005

 

°          accounting software and support for ten counties and two cities

 

°          purchases (bulk) and/or prints tax receipts and statement cards for five counties and six cities

 

°          hardware, software and network maintenance for cities and counties

 

°          statewide network and internet services for a customer base of over 520 users

 

°          solid waste collection system design and operation assistance to cities and counties

 

°          conducts successful Household Hazardous Waste Collection Days in Lee County and Oxford

 

°          The Three Rivers Solid Waste Management Authority

 

1.       maintained its landfill tipping fee at the PRE-1997 level of $22.00/ton.

2.       made surplus land at the landfill available for economic development purposes.

3.       began the application for a new ten year landfill operation and related permits.

4.       approved construction of a landfill gas collection system that will meet all requirements necessary to allow the sell of carbon credits, and in addition, hopefully attract an “end user” of all landfill gas.

5.       signed a MOI (Memorandum of Intent) with Enerkem Mississippi Biofuels, a wholly-owned

subsidiary of Enerkem, to determine the feasibility of constructing and operating a biofuel production facility at the Three Rivers Landfill site.

 

°          administrative support to the GM&O Rails to Trails District.

 

TUITION ASSISTANCE PROGRAM

 

The Tuition Assistance Program (TAP) is a partnership created for counties in the Three Rivers District that will allow graduating high school seniors to receive tuition assistance for four regular semesters at a Community College.  TAP is a ten (10) year program with a $25,000 maximum grant per year from Three Rivers that requires a local/private match equal to the lesser of 4 to 1 or the equivalent of what one (1) mill will produce in the participating county.  TAP is administered by Three Rivers through a contract at no cost to participating counties.

 

Students in participating counties that wish to apply shall contact the Community College Financial Aid Department for details.  Federal and State grants, scholarships and VA benefits shall be applied first toward tuition with TAP being the last funding source applied.  Participating students shall enroll in and successfully complete twelve (12) semester hours and maintain a 2.0 grade point average.  Early information shows that between 250 to 300 students received assistance through the program in place in the eight counties of the Three Rivers District this year.

 

Counties with locally established tuition assistance programs already in place shall be eligible to establish a separate community and economic development program with Three Rivers whereby the ten (10) year $25,000 grant shall be made available if matched as described above with local/private monies.
